can't upgrade skills

I reached lvl 50 yesterday and both my tailoring and apothecracy skills are ready for lvl4. I went to swiftwind elder to learn these manufactoring skills (both are highlighted), get asked if i want to learn the skill, reply yes and nothing happens. What's up with that?

    Go to the Elder in Archosaur he will give you a quest which you have to complete before you can advance your skills.

    alright, thanks, so the ingame instructions ("talk to an elder...") are misleading since you cant talk to any elder but have to go to the one in Archo
