Try a verify from the launcher please. If that does not solve it please list the following fields from a DXDIAG:
System Tab - System Information box -
    Operating System :
    Processor :
    Memory :

Display Tab - device box -
    Name:
    Chip Type:
    Approx Total Memory:

Display Tab - driver box -
    Main Driver :
    Version :
    Date:

    To open a dxdiag :
In Vista, type dxdiag in the Start menu search bar
In other versions of Windows, type dxdiag in the Run command (Start > Run)

Massive problems when trying to rollback to that driver. After a restart my display was all wrong with the settings and could not be fixed. I had to update to the latest driver and that fixed everything display wise. PW still, fails in same area.

    Driver: ati2dvag.dll
    Version 6.14.0010.6891
    Date: 12/01/2008

Going to try updating Direct X now

I had the latest version of direct x all along, issue continues.

On the bright side I tried actually playing the game without modifying my character and it runs smoothly. So now what?

Do you know if your Radeon x800 is AGP or PCIE?

So, Radeon R420 based chip, PCIE lane. Should at least avoid most of the typical goofball problems from AGP interfaces.

That card should be supported by the most recent drivers from ATi. Can you please update them and tell us if your results change?

That brings us back to trying Verification. Are there any programs running that could be blocking or interrupting your network connection? Firewalls, active torrent programs, a schizophrenic combination of different router and modem NATs, anything along those lines can cause a problem capable of interfering with a Verify.

That's usually the sort of thing that results in a Verification Interrupted result.

well i finally came back to trying to fix this. Verify fails no matter what I do. I have closed almost every program and I keep getting interupts. I shut down my AVG firewall. I closed the AVG entirely in the task barr. I closed a bunch of other things.

It just sits on Updating listed files for a long time till it gets the interrupt. I notice also that the servers holding the manual patches must be having issues because I always fail to download them. They end up corrupted files.

Oddly enough I bought from the cash shop the scroll to change your character in game and that worked just fine. But while I made the character or the two day window to modify one does not work.

Do you still have the Perfect_World_International.exe file?

i have suspicion that the dl for that was flawed so i am getting off a non PW server... I also go the 1-59 patch and 52-59 patch off a mirror would that be all i need to uninstall and reinstall?

You should only need the 1-59 patch; the 52-59 is only for players with the 52 version client.

Rather than redownloading the entire 2.4 gigabyte file, Ryuuzaki has an unofficial but very fast method for fixing corrupt files.

His Alternative Method for Corrupt Files using Direct Download (with a quick tweak for the changes to the installer and Mac OS X) can save you a lot of time :
Rename the Perfect World International.exe file to Perfect_World_International.exe

Download a bit torrent program, such as uTorrent.
Download the torrent controller and open it with your torrent program.

You should then be asked where you want to save the file. Browse to the directory where the original Perfect World International.exe file is located (should be my Documents\Downloads), and click OK. The torrent program should then start checking the integrity of the file and correct any corrupted files. You can also right-click on the file in the download area, and select Force Re-check to make extra sure.
