PvP on Sanctuary

My question is...

If you turn on PvP mode, can you PK someone who is NOT on PvP mode?

    Nope.
    That would be really stupid.
    Someone is training on a mob, a big guy runs up to them. And the guy training thinks that he needs to heal or something, and asks.
