Snowman Tamer isn't working?

I had the quest this morning to kill 40 snowmen, but I didn't have my launcher so I got rid of the quest to get it again but he isn't offering the quest! I looked at another post on this forum saying the quest is timed and it comes back later, but I've been checking almost all day and haven't been able to get it.
So is it just me or can no one else do this?
