so from what I understand you need someone who is level 75+ to actually turn them in?

    Rather frustrating, but yes. In order to get the last tier's prize you need a 75+ to turn it in

    well....if anyone wants to just give a helping hand and turn these in for me (of course I would want their cards/ +1crit as collateral) as a good jester that I would really appreciate it. I understand this is going out on a limb but I might as well try eh?
