characters don't look the way they supposed too

Whenever I click on a character I see they have this unique face and stuff but thats only on the face icon, in game I see them as one of the default. So all the characters I see aren't unique looking at all, and I only see default instead of their customized charcter. Why is it like that? Is it because I'm on low setting?
