cant PK others on PVP-Server

hi,
my problem is that i cant att other players with my spells. the targets arent in save zone and over lvl 20(=no blue names). i changed pk mode to swords and klicked all fields so that there is NO cross.
when i klick on other player press Strg and klick him again my char atts him normally but im wiz so it has no effect. all spells i have DONT work but i have enought mana and chi and im lvl 44.b:angry

if someone can help me pls do so.
