The Seven quest not updating

i've finished the BOW:THE SEVEN (lvl 50) but im not getting the quest advance from the priest at tusk town (lvl 55 start). anyone have any ideas? or is this a bug? im lvl 60 atm.

any response would be appreciated.

    Did you complete parts 2 and 3? Check and see if you have the bow in your quest inventory.

    completed all 3 parts of that quest and i have the bow in inventory. for the life of me, i think the pwi gods either hate me or i did something wrong in a past pwi characters life.
