SEVERE ingame delay with newer video card

Ok, I've been holding back on making a topic about this, thinking that I can handle the issue myself. But no...This is more than I can take.b:surrender
I will try to provide as much information as I can
First off, this has nothing to do with my Internet connection.
When i say "Delay" I mean that when I use the mouse to turn the camera or something, It takes nearly a whole second for it to actually do so. Not only the mouse but when I use the W,A,S,D keys, its the same deal. In other words, anything I do in the game has some sort of delay.
Another thing is that my Framerate is NOT affected meaning that when I put the settings to the highest / lowest, there is still ingame delay
Here are most of my computer specs taken from dxdiag:
Operating System: Windows XP
Model: Dell Dimension 2400
Processor: Intel Pentium 4, ~3.0Ghz
Memory: 2.0GB RAM
Video Card name: ATI Radeon HD 2600
Manufacturer: ATI Technologies Inc.
Video Card memory: 512.0 MB
Clearly I meet the Recommended requirements but why doesn't my computer play like it does?
I guess the last thing to note here may be the fact that my older video card, Radeon 9250 can play the game with no delay, but with low framerates. My Radeon 2600 does almost the exact opposite, and its better than the 9250 in about every aspect!!!b:angry
Sorry for the long post but this is actually a pretty serious issue for me. Especially since this is the ONLY game with this problem.

One suggestion would be to change your network card place to another slot - if u use separated one - because graphic card and network card might use same dataways(dont remember correct term) to communicate with motherboard.
Second suggestion: U might try some tweaked speed drivers. Try to seek ones from www.guru3d.com
Third suggestion: There might be some limitations in your ati 2600 card so it just cant show some nice effects without totally slowing down whole client. So try to minimizing or deactivating game graphics settings one by one until you hopefully find the problematic graphic-effect.0 -
Have you tried updating the graphicscard with the newest driver from the website?

Thank you for the suggestions, though the problem persists. My computer uses an integrated network card so that can't be the reason. Yes my video card drivers are all completely updated, but just to make sure, I installed the latest drivers but that didn't fix the problem.0 -
Uninstalling all previous graphics drivers, and then installing the ones for your current card, may fix this issue. Having old driver information can be problematic. If that does not fix the issue, can you list the following fields from a DXDIAG?

I've had the same problem, since last patch. Before the last update everything ran smooth. My graphics get choppy and laggy for like 15 seconds, then it'll kick out of it and grphics will be fine. then 3 minutes later it'll do the same thing again. I can have my camera stationary on something, then all of a sudden for a short period of time the graphics will get laggy, then it'll snap out of it without me changing my camera angle or anything, and my graphics will not be choppy. Sorry for the runon sentences.0

No I only a regular keyboard and mouse. I have cleaned out all old graphics card drivers but just to be sure I used driver cleaner again and reinstalled my video card drivers but it didn't change anything0 -

All I want to know is if this issue is resolvable or not.
If it isn't then I'll probably stop playing since I cant seem to really enjoy the game b:tired

I am having the exact same problem with a 1-2 second lag. It makes it hard any time I need to jump. I think my problem may be that I have an old graphics card. The DX Diagnostic says "Ati radeon xpress 200 series" as the name and chip type is "ati radeon xpress series (0x5A61)" When I went to update it from the website, it didn't show mine as an option, but, somewhere (can't remember where) showed my card as being an "ati radeon xpress 300 series" so that had me a bit confused. I went ahead and down loaded the update for the 300 series and it worked fine. I've had a performance improvement on other games after this update, but, out of the many games I play, I still have a problem with Perfect World. Do I need to send in a support ticket too or what?
EDIT: I have found something that works for me, and, hopefully, it'll help others too. Turning on V sync (whatever that is...) makes the lagging stop. Without v sync on and all other settings turned to lowest, it takes 3.56 seconds after I hit the space bar to jump. With v sync on and all settings on highest (plus the stuff like sun and moon on) except for distances and water, it takes 2.58 seconds to jump after hitting the space bar. So, I can play with all settings except distance and water on high, (including quality and textures, because I restarted with those to see) and STILL have better performance than without v sync. Of course, in that way, there is still a little bit of a lag. If I turn all settings to lowest and have v sync on, there is no lag at all!0 -

Now the only issue I have now is when I turn the high detail terrain on, the mouse lag is "sort of" present (even with v-sync on) BUT i just noticed that in DirectX Diagnostics, it says something about the d3d8.dll file being old and possibly causing problems. It also tells me to install the latest version of DirectX. Even when I do, it still says its outdated.
I feel that if i can fix d3d8.dll I can finally put this thread to rest.0 -
A common mistake many people make is to turn all the graphic features on.
PC gaming is not that easy.
You should always start a game with the lowest settings and work your way up with them until you encounter an issue. Then set those settings that slowed things down to a little bit below that point, and play from there.
My opinions b:pleasedDo you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

I didn't try turning it on before because I assumed it just made the graphics look better and therefor make the game run worse. I had all the settings on the absolute lowest, plus all the other options unchecked. I just decided to mess around and see what happened.
Also, as a note for anyone else that this may help, turning v-sync on not only fixed the game, but, it's making the menu and character creation lag only slightly. Before, the character creation and main menu (particularly when typing my account and password) lagged horribly too.
