New Player Needs help

I'll be running (hopefully) PWI soon (at min reqs) but Im having trouble DLing the game. My system meets the Min Reqs to play but its also a bare system as in IT ONLY HAS internet explorer on it (No other programs or anything). So my question is WHAT do I NEED to get to run PWI Ive done the 8 hour DL but it then needs to unzip and then says something about DLL library not found. lol Im So lost

try to go to technical support forum and find a situation similar to yours
you likely dont have Directx and need to install it

Yeah, this is more of a Tech Support question.

The Perfect World Client is pretty light-weight. It does require at least Direct3D 8, if not Direct3D 8.1, to get most of the graphics options working well, so up-to-date graphics drivers are a must. In rare cases, you may need to install DirectX software directly, but that's usually covered by the graphics driver software. You may need to install East Asian language support, depending on your operating system and what install features were selected.

Using a robust torrent client, such as utorrent, and the torrent download, is not necessary, but may result in a faster or more reliable download.

You may need to update a Flash plugin for Internet Explorer. I've had success without it, but an old version of Flash can be problematic.

If you're using AMD multicore hardware and Windows XP, the AMD Multicore Optimizer is strongly advised.
