Beast upgrades at Boutiques

I was wondering how the beast upgrades work at the cash shops.....for example if i use Galewind spurs will it be able to make me use lvl 60 beasts at level 20? or lvl 40 which i currently am at?
Please clarify this for me....i would hate to spend money in the wrong places!

    yes, the galewind spurs will lower a req.60 mount down to 20 plus increase it's speed. these are the elephant, reindeer, kirin and raptor.

    the spurs of alacrity will lower a req.40 mount to 20 and increase it's speed. the panther and polar bear.

    when you buy the spurs take them to the pet manager to combine with your mount. =)

    Do you need to be level 40 in order to do this? I want to get a mount for my level 27 cleric and could use my veno to spur it and then mail it to my cleric if necessary, but I'd really rather just do it all in the character the mount is for.

    I am pretty sure you dont have to be lv. 40 to do that, but it would be something to look into.
