Spring Messenger Quests -"World"- a hoax??

After going through the pwdatabase for a quest related issue,
I came across a World Quest entitled "Spring Messenger",
a repeatable, and apparently highly rewarding, quest.

The coordinates given take one to City of The Plume.

However, the exact location (and even surrounding) shows
absolutely NO NPC called Spring Messenger. Searching
for this NPC with the coordinates assistant has proven
useless as well.

Further research in pwdatabase has turned out another
6 coordinates for different spring messengers, who can
apparently give the quest.

I have not checked these, for two reasons.

1) The first set of coordinates was wrong, so I didn't
bother verifying the rest (I know, I know... it's wrong,
but I was not too inclined to have a look thereafter)

2) As a level 60 character, I have traveled around most
of Perfect World, and seen a lot of the locations, with the
exception of very few places. Amidst all the NPC's, I don't
remember seeing one called Spring Messenger at all.

Of course, I may be missing something here, but if anyone
else has come across this, please share your findings :)

    I suspect (but cannot verify) that this was specifically a seasonal quest. I've noticed pwdatabase includes alot of temporary quests/npc's (like Jolly) as well as the permanent stuff.

    That's a good point, actually.

    I had not even thought of 'Seasonals', and though it
    is not verified at this point, I suspect you've hit the
    nail on the head.
