Tons of players are playing the game fine with no lag or minimal lag.

Lag can occur usually when there are a ton of people int he same immediate area (like when there are a ton of shops setup in one spot), there is network issues on the user's end, or there are network issues with the user's ISP, their country controlling or throttling bandwidth, and many other unknown variables.

Please try the networking info put here: http://pwi-forum.perfectworld.com/showthread.php?t=75572

and see if it helps you.
Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

If it would be server issues than every single online player would lag. Since that's not the case it logically cannot be PW's servers fault ;)

What do you mean you can't ask your provider? You can always ask your provider.

Who is your ISP? Are you connected on a university connection?

    Are you borrowing Wi-Fi?

You have to try the networking options presented, because PC gaming is not always easy. Too many unknown variables in hardware, netowrk and software configurations.
