What is spiritual cultivation and how do I increase it?

I am a lv9 untamed warrior and need mywhite tiger

    you have to do a bunch of quests and it raises as you get them done.

    To expand on that, at every lvl ending in 9 you automatically get a quest to go see a Taoist person, as far as I know always teh one in the starting town of your race, but the lvl 29 and on ones may be in Archosaur. You go to them, do the series of quests they give you, and viola you are the next spiritual lvl.
