At what lvl u get to learn pet taming skills and where can i learn

  Lvl 7 iirc, adn you learn it from the pet trainer lady in the City of the Lost (where you get your first pet quest)

  and u don't even have to upgrade the skill, won't matter to much, the taming probability is determined mostly by the mobs HP
