Lv 50 Quest: Undoubtable: Is this quest broken? (Human)

I am at a section of this quest that seems broken. I already did the following:

Spoke with starting NPC (Blacksmith at Arrowhead Manor)
Spoke with Guard Jin Chen at Etherblade
Spoke with Guide at the Inn of the Eagle

Now I have a quest with no objectives. The only information it gives me is to "Find Guard Hsiao Jin" but there's no actual objective for it and when I speak with that NPC he doesn't continue the quest at all. What am I supposed to do with this quest now?
