Go the skill trainer of for your race, the NPCs have names like "lalaland the Wizard, Barbarian Trainer lol, etc." (No those aren't the actual names). Talk to the NPC and select learn skill. A window will pop up and you will be able to click on spells that you are able to learn. Those with faded icons means you have a lack of cultivation, spirit or gold.

You don't. Cultivation comes with level so you need to get to certain levels to get the cultivation quests. For instance, you'll start as a spiritual initiate and after doing the cultivation quest at level 19, you ll become a spiritual adept (the next cultivation level) and so on...

Go look for xxxx the blademaster or blademaster trainer xxxx. (xxxx=name of npc)

To the lower right hand of your minimap, there should be a button that allows you to see all the npcs in the area you are at. Look for him and doubleclick the name. Now, follow the blue arrow that appears.

To gain more cultivation level do your yellow quests, titled "Spiritual Cultivation"

    This.

Your cultivation chain advancement goes from 9,19,29,39,49,59,69,79,89(Sage/Demon),99, and 100 celestial cult.

At those levels, if you have finished your cultivation up to them, have the necessary spirit, and coin...and of course, meet the level requirements, you can learn the new skills from the appropriate trainer. Hope that helps you.
