Server restart time?

So I couldn't find this anywhere... What time does the server Heavens Tear restart. IE when to the daily quests etc become available again. Does anyone know?

yeah, the snow hare hasn't spawned since the server came back online roughly 3 hours ago. i've camped the site and searched all over the area and i (and everyone in the area i've asked) have not seen it.0
