Chi stuck at 99

heya I've got a little problem here. my chi is stuck at ninetynine, I never get a spark. I'm blademaster lvl 34 aware of principle. any help is greatly appreciated, thank you very much.

I remember there was a quest or something that added chi, but I don't remember which one it was
I'll do a little research.
The level 29 Spiritual Cultivation quest increases the chi bar to 199
