Armor stat: Requirement -10%

I recently acquired a pair of Golden Greaves of the Rose from the Halloween event and one of the stats reads:
Requirement -10%
(Here's a screenie)

What does this mean? Will it negatively affect my character?

    Will affect others characters too??

    reduces the skill points required to use it. May allow you to use a different armor/weapon type than you are normally speced for

    It means the requirements to use it are lower than they should be. See those red things? They would be 10% higher without that.

    This means that the required strength and dexterity for that item is reduced, allowing you to wear it with 10% lower stats than what is normally required to equip that item.

    Most people find this type of gear useless, however, some hybrid classes look for -requirement gear so they can better balance their stats.

    It means the requisites are 10% lower so you can wear them with less stats.
