Skill Recharge issue

<insert standard noob blurb, I just started this game, blah blah blah>

I am having an issue with skill casting. I searched left and right in several forums and I can't find anything similar. After logging in, I can manage to use Venomous Scarab maybe a couple of times before the skill icon starts hanging- after a certain recharge, the skill icon just jumps back to dim. The recharge animation sometimes will try again, but never gets past halfway. Relogging fixes it, but only for a couple more casts, maybe. I have full MP and as far as I'm aware the skill doesn't have any other reqs- and no amount of sitting there waiting will fix it. I have since upgraded the skill to level 2 and that changes nothing.

On the same bar, but with different results- I did the quest that has you jump up to the top of the town gate to access the chest, and the percentage bar jumps all over the place. 1-16, then jumps to 100. Few seconds, back to 24, then it goes up to 40. Jumps back up to 100, back down to 16. Eventually it does finish, but that percentage meter seems glitched.

I have characters in both servers, same problem. If I can even manage to connect in the first try, rubberbanding is frequent.

I am running a P4 3Ghz with 1GB of Dual Channel DDR3, with a GeForce 8600, Windows Vista Home Premium, cable internet.

Any help/tips would be appreciated.

*edit. Several hours later, during an assumedly less active time, the game ran flawlessly on full graphics mode. No casting bugs, no rubberbanding. It's peak time server lag, even though everyone else swore that they were getting none. Unfortunately that means I just can't play during peak weekend hours.

    I would suggest upgrading to 2GB of RAM if possible. Vista has an enormous memory footprint - approximately 512MB - which leaves reasonably little for things like games.

    That is something I plan to do in the near future, but all the ram in the world can't fix the root of the problem lol

    Try tweaking your in-game settings to not show as much details on other players, and shorten your draw distance.

    You can also try turning on the best performance button at the top left of the screen and see if that helps.

    Vista eats 1GB of RAM for breakfast and asks for more. 2GB at least is recommended, as it isn't as kind to RAM as XP is.
    Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

    It's like I said- I shortened all the distances, used best performance and all that, and nothing worked- but later when I got back on (and used max settings) everything was fine.

    What model of router (and, if discrete, modem) are you running? Are you using wireless, ethernet wired, or another solution to connect to your ISP?

    linksys WRT54G router, wired ethernet. I'll have to see how the performance is this saturday, haven't had a hiccup since.

    I don't remember a WRT54G with integrated modem. Does your ISP provide connectivity through an ethernet cable, is there a discrete modem, or have I missed an update?

    My bad. I'm using a Motorola SBS100 cable modem to connect to my ISP.

    The sb5100 isn't bad for a Motorola product -- it defaults to bridge mode, which is better than a good 90% of the equipment out there. You aren't using the USB feature on that to connect to the net, though, are you?

    If the issue pops up again, and there aren't other people using the network, try directly connecting to the back of the sb5100, and then releasing and renewing your network connection's DHCP information.

    lol- that tells you what squinting in the dark produces. No USB, just ethernet cables all around. I'll try refreshing the network the next time it happens.
