Where the hell are these supposed to be found?

I've done countless searches and nobody has information!

    Later there will be a cash shop item that gives you a random amount of these items, I think between 10-40 of one of them.

    Then they shouldn't have pets available for 9999 of the damned things that pisses me off.

    So many things are unavailable. And if that stays the same it would end up costing someone a FRACKIN fortune for a simple quest

    Sure I've bought zen but this is bogus,,,,,,,,, at least make them a drop of some sort >< not EVERYTHING useful has to be cash shop related

    they are a drop in fb89 or 99 if i remember correctly

    I think the actual voucher drops from tw bosses in level 2+ territories... not entirely sure though.

    lol if it dropped from TW boses then there can only drop like 50 on the server, how is that gonna fill the quota of 999?

    They drop in fb99 from the boss.
