Cant learn Heal Pet Level 2

It says in the skill tree that i should be able to learn this at level 13, yet when i visit the Veno trainer its not listed as an upgrade and i am level 20. Its getting hard to heal my pet with this low heal, is this some sort of known glitch or am i doing something wrong? Thanks

    Did you complete the level 9 Spiritual Cultivation quest?

    yes i did i completed my level 19 one too, ive tried pretty much every trainer. There are some others in my server having the same problem.

    this isn't a normal class skill, this is a pet skill

    go to the Pet Skill Trainer and click Tame Pet

    just figured it out, dunno why they put it in tame pet, but there it is. Thanks for all ur help :)
