Upgrading weapons

Just started playing last night and I've started cursing the posts but maybe im just old or blind but cant seem to find an answer.

I've played a few mmorpg's and in most of them while upgrading a weapon (most of them) there is a chance of breaking the weapon.

In PW do weapons break, or do they just downgrade?
Or do they do both?

Can someone give me a basic rundown?

    Hi there,

    Weapons do not break, but continual refinement could result in resetting back to no refinement. Also you will lose all your orbs or stones in the process.
