I'm level 22 and I havent been able to get the dragon quest from the director are there any quests I have to do before I can get that quest?

    yes there is one quest in archosaur which sends you to the dragonquest director.

    You will then do a short dragonquest using dq31 items and after that you are free to choose your DQs.
