    Simply because they don't want too many people buying them, or they'd not be as valuable as a cash item.

    To sell them at a premium price to begin with, then to reintroduces them later at a less inflated price.

    It's like all those "limited edition" things that are sold for a lot at the launch date, and resold later as a non-limited edition at popular prices.

    Fairly common business procedure. They need money to keep the game running and it's a good way to make some fast cash.

    Incredibly lame and practically a scam.

    One-time purchases should have their price set correctly the first time and never modified again.
    Yet heirograms/charms should be set to the sale price (or lower), the most vital classes can't play this game spending $2.5-7.5 a day once the gold exchange rate inflates.

    If they put boa in again, they shouldn't set it much lower, preferably higher imo. It's faster than the dragon quest mounts, and the dragon quest mounts cost waaay more (though look cooler).
