Crafting skill leveling

I am trying to get my lvl 1 tailor to lvl 2 but the tailoring npc has no quest or book to offer me. the bar is completly green for a while now but i don't get to the next lvl
any help is apreciated

    Yeah go to your town elder and choose learn manufacturing skill to raise it to lvl2. you need some spirit and money.

    Do you normally have to purchase the books, or can you find them within a quest ?

    Books are not required in most cases. You get the first 'book' by completing the collection quest for Blacksmith,Tailor, Pharmacist, Craftsman. Past that only Pharmacist Requires a 'book' to be purchased and that is at level 4 where the other crafts require you to craft a # of 2Star items (as pharmacy Items don't have stars).
    Perhaps the greatest secret to getting along with others lies in learning to respect their opinion(s) even while you disagree with them.
