Silence Seal & Chromatic Seal bugged?

I`ve been wondering of those skills are bugged, cuz in description it say it should last 6 seconds for Paralyze(Silence seal) at Lv 1 and 12 seconds for Sleep(Chromatic Seal) at Lv 1, but they last randomly and most of the time last just 1-2 seconds.
Are they bugged or thats how they work, random ?

    the description says clearly "up to X seconds" not "For X seconds". As you level it the possible seconds it could last for is increased.
