All this about "badwords.txt"...

It's not actually "badwords.txt" causing the problem, it's just that badwords.txt is the first file to be updated as it's configs/badwords.txt and happens to be at the beginning of the alphabet/directory. You'd have the exact same problem with the next file because in the later versions of the game, the element/configs/ directory doesn't even exist any more, hence it gets stuck trying to update something that doesn't need to exist in Patch 9's final result.

For some reason the client thinks its up to date but doesnt have the files which make it up to date. I cant even see how this would happen except with a simple systems incompatibility issue. My friend can't install the game even using the exact same installer I used; as I was the one that downloaded it and sent it via Ethernet. Even after the files are verified on his system, twice (once before and once after install) the update problem persists.

Edit: And for some unexplainable reason; every manual patch we try to use is magically corrupt. YAY

Actually the badwords.txt file doesn't even exist. I did a searh for all the TXT files inside the main PWI folder and its not there at all. So its trying to update a file that doesn't exist.
