how do you see the targeted chars level

    No way. Unless He/she is in your squad/faction.

    You can check the target's gears and have a good guess though.

    I've been wondering about this too - and check the other player's gear to check their level - but unless they're being careful to upgrade you will probably underestimate.

    It is also surprising how many players (at the early levels) don't seem to have upgraded their equipment appropriately. So while one thing (for example) clearly shows they must be level 12 or greater they are still wearing a lvl 2 item which has an upgrade at level 10.
    And even the basic vendor level 10 item will be better than most lvl 2 items in the same slot (perhaps a three star lvl2 (especially its normally for lvl 4 and downlevelled as well) with a nice mix of stats might just be better than the vendor lvl 10 item) - and the extra killing power will quickly pay back the upgrade cost.
