What are Mystical Tome Fragments or Mystical Tome Pages?

Hey can ne1 plz tell me...what exactly is Mystical Tome Fragments and Mystical Tome Pages???....And where can we find them or buy them???.....i think Mystical Tome pages can be bought from Boutique but i dont want to spend gold on that.....can ne1 please tell me any way to find both of these???

    go to thousand city forge and u can use the mystic tomes to exchange for thing like +2-20 int + 2-20 vit +0.1 speed ect...

    ps: these all require tome fragments at the moment so are completly useless.
