Collecting herbs and minerals?

How do I get the tools? I find the items but the game says I can't collect them because I don't have the tools required. How, where, and who do I get them from.

    You must speak to a Merchant and purchase a Pickaxe from him which must always be in your inventory to enable you to pick flowers.
