can not get the celestial spirt flower

i am a untamed and i got a quest to get the celestail spirt flower for my spirital cultivation but i can not get it
it will not come up with the little axe icon to pick it. i have a axe and plenty of space in my inventory can anyone help me.
ps. ive tryed to relog to get it but it dose not work.
