Wraith Soldier's Dog Tag?

I found a Wraith Soldier's Dog Tag during the Wraith Invasion around Broken Bridge Village yesterday. It says I should take it to the commander-in-chief. Who the heck is that and where is he?

    Do you know where General Summer is? Well the person you're looking for is in the opposite side of the room from where he is found. Far west side of ADC, next to the class trainers there.
