problems with perferct world

Okay, i woke up this morning and i saw perfect world was open again, i logged in all worked fine. i logged out / i ctrl alt deleted , anyway i came home from school and when i logged inn and i double clicked my character it says its could not loggin to this server or somthing like that i had to exit. i currently playing heavens tear.
is the server down or something ?
i hope u understood , english is my second language:S
