Incoming! Newbie Question

When it comes to skills and stat point use, is there a way like in WoW to unlearn these? Or is it a 'Once it's set, it's set' system?

Lead me not into temptation... I can find that myself

  attribute points from what i read yes but it costs you, skill points no. It is set in stone.
