Having lag issues when computer specs are beyond recomended

I have a problem where when i set my game on medium or high graphics it lags. when i keep it on all the way low or low its completely fine lag free. These are my computer specs

INTEL PENTIUM 4 HT 2.8 GHZ
120 GB HDD
512 MB NVIDIA 7600 GS
WINDOWS XP SERVICE PACK 3
DIRECTX 9.0c

What could be the problem?

    I am haveing the same issues my specs are

    3GHz AMD 3200+ Vinice 64
    2 Gigs of ram
    Nvidia Geforce 256 Mb 7800 GS OC Overclocked ED
    320 GB HDD
    Windows Service pack 2 ( 3 is not needed just yet for me )
    Direct X 9.0c

    what is the issuse here a friend of mine ir running better then me and hes got a lower speced PC?!

    Turn vsynch and shadows off, don't use realtime antivirus protection (or any other cpu sucker)?

    I did that and the lag issue has not stop'ed lol I refuse to play on low settings. While playing my CPU usage is 100%, my RAM usage is 42% I never turn v-sync on for any game. Shadows are always off video drivers are up to date no viri no spyware all HDD are defraged when my computer is neutral nothing running I am using 0% CPU and my RAM usage is 10% I just have no clue whats going on here. My tech level is high end I have been building computers for 14 years and can play Crysis on medium settings shadows and all enabled and I get like 40-50 fps wth is going on here lol ;) and thanks for the quick replies.

    Hopefully this helps you guys out. I've played other versions of this game, and it's always had a slight lag especially on high settings and everything ticked. Only way I can get 60 fps, is everything maxed or ticked, but the distance almost at its lowest setting.

    Here are my specs:

    Intel core 2 duo E6600 2.4 Ghz
    2 GB RAM
    Nvidia 8800 GTS 640 MB RAM
    (2) Seagate 320 GB HDD = 640 GB / 50 GB partition for C: drive

    Currently playing at 1920x1200 resolution. Noone mentioned what resolution they play at hehehehe. Oh, and even if I played at let's say 1024x768 res, still lags with full max, everythin ticked. I get around 90ms for ping. (so far since I've been playing)

    If you have water reflections turned on, turn them all the way off. Turning them on can more then halve your framerate, even if there is no water around you.

    EDIT: For comparison, I have a Geforce 7950GT. With water all the way off I get 70+ fps. With water all the way on (graphics all the way up) I get 30 fps or less.
