Another thing... I don't know if this is related, but I suspect it may have something to do with it. The "Verify" option on my patcher doesn't work either. When I click it, it starts attempting to verify the files, etc, but then fails after a few moments. Is that... something?

just a quick note. the patcher problems appear to stem from the server being overloaded, nothing more. if you restart the patcher without changing anything else, it will sometimes download a file that it failed every time on the last launch.
mine was hanging on element.data, could retry and retry and it'd still fail. closed it, read a few posts, decided to retry it, went straight through. and didn't change or download anything in between. so just seems to be overloaded, which i guess is normal for the first day going live, and of course, gives them some valuable feedback as to the capacity they will need for the eventual open beta and release launch days.

I don't think that is the case. I've been trying it a lot since yesterday and it's still stuck for me every time. I don't think the server is overloaded, otherwise it would probably crash.

K, i kept getting stuck on task data right? i restarted my computer and unselected automatic updates and the 3rd option can't remember now, but i left pick manual server, idk but i waited 1:30pm-1:00am to see if it patched so it was pretty much stuck until i did this, don't know if it will work for you, but you can try and see =)

Just jumping in to say I too am having the same issues...

Windows Media Center Ver. 2002 - Service Pack 3
All windows updates are in and in good order including c++ and direct X
    Verification of files completed

I found a work around just go to
    C:\Program Files\Perfect World Entertainment\Perfect World International\launcher

click the executeable file. worked like a charm!

Shortcut goes to the patcher.exe. Not sure why using the other executeable worked, but it did. Maybe this will help the devs too. :)
