Element Client exe stops working

ok updated direct X
updated video drivers

everytime i click start i go into the down loading screen then pops up element client exe stoped working ive restarted reinstalled redownloaded tryied just about everything i can come up with too get this working verifyed the files idk how many times now and still cant get this too work so if anyone has any suggestions and or how too get this to work im all game for it also if anyone else is having this problem let me know
im also over recemended settings for this game also

    try updating the VC++ runtime (microsoft homepage)
    PW has been endless frustration for me #2

    tried that still same thing also just hit it with anouther install

    looking throught the file logs this is what i found
    2008/8/19 20:36:01Operation fails to copy file from ../config/launcher/check/./紧急修复.bat to ../launcher/./紧急修复.bat

    Ha, one of the chinese named files... did you install the asian language pack by chance?
