Home Stead T rouble

I seem to not to able to level my home stead from 12 to 13. I have the point to do it 14664 to move but not letting me. I have talked to the GM's they said to come to the boards to see if anyone here could help me. I'm on 3 plots of land

    Do you have the correct level?
    You need your character to be level 100 reawakening 1 and have arcane sky 2.

    Also im not sure if this has something to do with leveling homesteads.

    But maybe your cleanness must be full.
