Assassin Damage Nerf in China/Future Update for PWI

Can someone confirm if this is true, cause from the pw china version, there a nerf for assassin that use aps above 3.33 to nerf 20% max damage else you got to be dph now?

    The only way to get rid of nerf is that your weapon would be r9s3 or r9s4 +12 and less than 3.33 to be able to continue as usual

    Options
    This nerf has been in effect in PWI for a number of years already. 4.0 has a 10% reduction. 5.0 has a 20% reduction.
