Charger's Paradise

I recently started to level up alts Homesteads in order to farm g17 mats, but when i set up HS structures i can't find the charger's paradise. I remember when this system was introduced you would get it from the begin, now it doesn't appear anymore. Does anybody know how or when you get it?

    Level your homestead to 8 and it will come.

    it's level 11 that you receive it as a reward...i have it in my quest log...

    At hs lvl 10 you will get the quest for it, and it can be completed at hs lvl 11.
