Arc wont load.

Hi, arc simply wont open.
Reinstalled it. Turned off anti virus.
Run as admin.
Run in compatibility mode in all OS.
When i open it, it says "initializing" then closes. In task manager, its listed but its not in the forefront to be used.
My 2 laptops arc is working fine on. Just this desktop its having the issue on.
