Flyer not as fast as expected

I have flyer OceanHeart with enhancement 2 which is supposed to be speed 3.50.
I am not able keep up with, using follow, one of my other account characters that has flyer IceLight which has speed 3.00
I have raised a ticket.
Anyone any ideas why this is happening?

    If you are playing full screen, characters tabbed out of focus are moving slower.

    If one of your characters is below level 100, it will be benefiting from some extra flying speed as well from the buff all characters below level 100 have. My 3.4 speed flyer cannot keep up with my level 49 character with a 1.0 speed flyer as an example.
