When does learning crafting start?

I'm an archer, level 31, how do I get the quest from the Elder of Arch to start crafting? I have checked the avail quest logs, been doing all the quests I can, still not getting that quest. Any help?

I believe they've removed the first popup quest, but you can still learn your crafting skills from level 28 by going to the capital city of your character's race and talking to the Elder. For you, you will need to go to the City of the Plume and talk to the Elder there - she should have 4 green quests available for you.
