Choatic soul caltivation

Im lvl 103 rb2 weighlight VI and still didnt get the choatic soul caltivation quest.
Can i get some advice

    I'm not really sure what "weighlight VI" is but the requirements for the chaotic soul cultivation is shifting sky X and you have to complete the neverfall quest line up until "The Ceremony of Ascension" which is the last quest at the Atlas of Time where you get a gem and the perfect chronicles.
