How does the Blessing Envoy work?

I'm RB2, Mirage Sky 9, but every night when the Blessing Envoy is allegedly active, I go and there's no quest. I've gone before the treasure boxes show up, but still, no quest. Am I supposed to be doing something before going to the Blessing Envoy? I looked on the Wiki, but it was no help. I've Googled, but can't find anything. So what am I missing?

    Yeah basically as post above said, it starts on the 16th. For some reason the NPC and such were activated on servers earlier than the event is supposed to be running. So you won't be able to do the quest until the 16th. Not too sure why the system message and NPC and such are going but it's causing a fair bit of confusion with players.

    Yeah, didn't see this. Was just going by ticker in the game - which, if it doesn't start until the 16th, shouldn't be happening. Sorry to bother.

    Thank you - because of the system message, I thought it started early. Silly me!
