lagy on xTW on the extreme pc

hello all i got problem and idk how fix i play on full details PWI got very good PC and on xTW at base defens or attack on dragon i got 10 fps i test on more PC with 1. i7 7700k 5hz,gtx1080,16gb ram and 2. i7-8700K,gtx 1080,32gb and still 10 fps or low some1 got idea
how fix ? thanks cpu in all problem 10-15% load GPU 5% and RAM 30% around 4GB

Theres been several threads about this.

Basically PWI runs on old game engine that as far as I know only uses one of your cores. Put everyone in simple models and change the lightning settings to minimize lag, also turn ur graphics down.

but im see on CPU and all CPU max on 21% and i got open next more programs

This game's engine is very old and it doesn't take advantage of the newest technology available. It doesn't matter how good your PC is. The only way to fix it is for China to update the game's engine... but it doesn't seem like that will happen any time soon.
