Wealthy Titles Spend Promo Clarification

In each tier there is 10 ranked spots, what decides whether you get 1st, or 2nd-3rd, or 4th-10th? Is all of it a raffle if you spend 5k+?
The way its worded at the bottom makes it sound like the raffle is only for the title

"Reaching the 5,000+ Gold tier will automatically enter you in a raffle for this exclusive title!

Title: Eternally Wealthy"

and

"Special Note: If you achieve at least 5,000 Gold Spent, you will be entered into the raffle for the title. Spending additional Gold past 5,000 Gold will not disqualify you from the title raffle."

This one here is what confuses me on how the spots are decided

"If multiple people qualify at the same spend tier placing, all qualifying players in that placing will receive those items!
For example: if 2 players achieve the 3,000 Gold tier at the end of the promotion period, they will receive all the items in that tier (with the exception of the title, which will be raffled within those who qualified!)"

If you spend 5k does everyone qualify for the Tier 1st place then?

    Let's say if you spend 2001 gold and not a single person spend between 2001-3000 gold, people either spend over 3000 or under 2000. Then you're the only person on the tier 2 bracket, so you are first and will obtain all the rewards from tier 2 and 3. Because the people who spend over 3000 gold move to the tier 1 bracket and so you no longer compete with them for the 1st place prize in the tier 2 bracket. But they will get all the rewards from the lower tier brackets including the 1st place rewards from the tier 2 bracket when they advance to the tier 1 bracket.

    When will the winners be announced? It should have happened already.

    This is just one of the events, which hasnt had their winners announced. The race of ages, forum events, NP charge raffle are missing their winners too still. I might of even missed something.
