Usually happens when you haven't properly excluded the client from your antivirus software.

I did and apparently it's not that. To make sure nothing was just blocking the client, I turned off all security software: Microsoft Security Essentials, the firewall, the anti-virus. No luck, then I even un-installed the software completely, including manual uninstall that is needed to remove MSE completely. Same error message.

I been having this issue a few times, everytime it was due to getting disconnected for a amount of time while updating the game (which is why I really wish we still had manual patches). I were never able to fix it, verify didnt do anything for me, every time I simply had to reinstall the whole game.

I am having the same issue. Arc loads the game and when the patch screen comes up I get a "update server connection fail" message. On my older laptop I didn't have these issues. I took a small break from the game, so could this be the reason? I now have a new laptop and Windows 10.

My case seems to be worse because no error message is given, as if the update is done successfully.

A manual update would be welcome in these cases.

Have you run Arc with admin creds?
Also, you may need to take ownership of the client folder.

yes I did, I also checked that, and I played early last week. Other MMO (non-arc) works good. I'll try checking the registry tomorrow, see if I find anything wrong. What I found strange is that I get no error message, I would expect to see something like "no connection" if the update was blocked.

Try running it from \PWI\launcher\launcher.exe just once. If there is a problem with the patcher, that may repair it.

already tried that, also tried running the patcher directly. Same results, goes trough the the update process, doesn't returns any error messages, loads into the login screen of the game and when I try to log-in says the client version is too low, which by the way is 989 and the game is 1.5.5 build 2582. It even reports the pin response time (60 ms), so the 'client' or the 'game' is not blocked at all, it just doesn't updates (if there's an update after my current version, which I suppose there is since snowmen event must be over.)

I did the checking of the registry, didn't found anything that may cause trouble.
